- Purpose
This Statement of Work defines the scope, deliverables, standards, constraints, and acceptance requirements for the construction of a 50,000-seat stadium to host an international football tournament scheduled for June 2030.
The Prime Contractor shall deliver a fully operational, certified stadium in accordance with approved design documents and regulatory requirements.
- Project Background
On 01 September 2025, the country was awarded hosting rights for the international football tournament.
The Ministry of Sports has initiated a national stadium development program to ensure completion by December 2029, enabling operational readiness by April 2030.
The Prime Contractor will execute construction works based on completed architectural and structural design documents provided as inputs to this project.
- Scope of Work
The Contractor shall perform all labor, material supply, supervision, and coordination necessary to complete the following:

- Land clearing
- Excavation
- Temporary utilities
- Environmental compliance measures
3.2 Foundations & Substructure
- Piling
- Reinforced concrete foundations
- Load-bearing systems
3.3 Superstructure
- Structural steel erection
- Concrete slabs
- Load distribution elements
3.4 Roofing & Enclosure
- Roof frame installation
- Waterproofing systems
- Façade construction
3.5 Seating & Spectator Areas
- 50,000 seating installation
- Accessibility compliance
- VIP zones
3.6 Playing Surface – Turf System
- Sub-base preparation
- Drainage systems
- Turf installation
- Performance certification
Contractor responsible for:
- Compliance with international performance standards
- Rework at own cost if certification fails
3.7 Safety & Evacuation Systems
- Fire detection systems
- Emergency lighting
- Evacuation signage
- Compliance with national safety codes
3.8 Entry Gates & Turnstiles
- Installation of automated gates
- Power supply integration
- Network cabling
Contractor shall coordinate with Digital Platform Vendor for system integration readiness.
3.9 Utilities & Services
- Electrical systems
- Water supply
- HVAC
- Backup power systems
3.10 Commissioning & Certification
- System testing
- Regulatory inspections
- Documentation delivery
- Occupancy readiness support

The Contractor shall provide:
- Fully constructed stadium
- Compliance certifications
- Inspection reports
- As-built drawings
- Operation manuals
- Warranty documentation
- Performance Requirements
The Contractor must ensure:
- Completion by December 2029
- Structural integrity certification
- Zero major safety violations
- Compliance with environmental regulations
- Coordination with digital integration milestones
- Schedule Requirements
- Baseline completion date: 31 December 2029
- Critical milestone: Superstructure complete by August 2027
- Turf installation window: No later than May 2029
Delays beyond contractual allowances may trigger liquidated damages.

All work must comply with:

- Fire & Safety Regulations
- Accessibility Regulations
- International competition infrastructure standards
All materials subject to inspection and testing.
- Risk Allocation
The Contractor assumes risk for:
- Labor productivity
- Material procurement timing
- Subcontractor coordination
Force majeure events must meet strict contractual definitions.
Market price fluctuations are not automatically considered force majeure.

- Foundation completion

- Final acceptance
Retention percentage applies until final approval.
- Change Control
Any change to scope must follow:

Verbal instructions are not binding.
