- Project Scope Description
The project will deliver a new international-standard football stadium and an integrated digital ticketing and access-control platform to enable the successful hosting of an International Football Tournament in June 2030, while creating sustainable post-event value.
The project is executed using a hybrid delivery approach, combining:
- predictive delivery for physical infrastructure, and
- agile delivery for the digital ticketing solution.
- In-Scope Deliverables
3.1 Stadium Construction (Predictive)
- Construction of a 50,000-seat stadium
- Structural, safety, and accessibility compliance
- Emergency evacuation systems
- Physical entry gates and turnstiles
- Stadium commissioning and certification
- Integration interfaces for digital ticket scanning
- Documentation required for regulatory approval
3.2 Digital Ticketing Platform (Agile)
- Online ticket purchase functionality
- User registration and identity verification
- QR / digital ticket issuance
- Real-time ticket validation at entry gates
- Back-office reporting and monitoring dashboard
- Cybersecurity and data-privacy controls
- Performance and load-testing capability
3.3 Integration & Transition
- End-to-end integration between physical gates and digital systems

The following are explicitly excluded from the project scope:
- Long-term stadium operations and maintenance
- Urban infrastructure outside the stadium boundary

- Project Acceptance Criteria
The project will be accepted when:
- the stadium receives regulatory safety and occupancy certification,
- the digital ticketing platform meets performance, security, and availability targets,
- integrated testing confirms end-to-end functionality,
- operations formally accept all deliverables,
- governance approves project closure.
Acceptance is documented and formally signed.

Key assumptions include:
- tournament dates are non-negotiable,
- funding remains approved throughout execution,
- key materials and vendors remain available,

All in-scope deliverables directly support benefits defined in the Benefits Management Plan, including:
- reduced entry time,
- improved safety,
- fraud reduction,
- long-term asset reuse.
Changes that do not support benefits are escalated for governance decision.
